Trying to diagnose

Hello,

My nephew is 5 years old.  He has been a very normal child.  He had a Strep throat infection few weeks ago and recently he also started licking abnormally.  He was licking his left and right shoulder but now he is licking everything.  This is constant and consistent.

Can anyone help us understand what this may be and how to diagnose?
