Constant dizziness/swaying feeling, body wide numbness/pain?

I am 21 years old and female, over the past few months I have been experiencing an array of symptoms. It started out as very frequent heart palpitations. These heart palpitations continued and I began experiencing numbness in my arms then later in my legs. This symptom seemed to fade a little bit but progressed to pain in the legs. I've had constant dizziness making it really hard to walk and I constantly feel as though the room is swaying or occasionally spinning to the point of nausea. It is much better when I lay down but still there, but mostly when I'm walking is when I feel it most. It feels almost as though I am a lot lighter than I really am and feel like I'm walking far faster than I really am.

I've had two EKGs on my heart, both normal.
I had a TSH level of 2.67 along with a strong family history of hypothyroid, so my doctor started me on 20 mg of Synthroid a few weeks ago - no improvement.
I've been taking B12, Magnesium, and Vitamin D3 (my level was only 34 when tested) in hopes of possibly finding the cause myself.

I've had a CMP done and my AM Cortisol read 26.8 which is apparently quite high... my doctor says "that tells me you're stressed" no duh!
I tried Citalopram (Celexa) for two months, didn't like how it made me feel but I suppose helped me to cope a little with the anxiety. The constant dizziness is killing me and making me really depressed. I miss my life.

I've also had an MRI done of head and cervical both with and without contrast, nothing abnormal except "loss of lordosis" in my neck and inflammatory maxillary sinus disease which I have considered to be the culprit of the dizziness but don't know how to link that to all the other symptoms. I will see an ENT as soon as possible.

Any suggestions?

Anyone experience the same thing?

Hello~I have two suggestions for you.
First, for the dizziness, I would see a chiropractor, many causes of dizziness can be caused by misaligned vertebrae in your neck.

Second, for the other issues, I suggest using a bio-identical progesterone cream. This will help to keep the thyroid normal, in fact, many "low" thyroids are actually a lack of progesterone, and when that is balanced, the "low" thyroid disappears as well. You can get it from any good health food store. It is also a good anti-anxiety treatment and good for sleeplessness.
