Is it an allergy?

Since I was 13-year-old after exercising or going to pool my body was full of nettle rash. I changed 3 different doctors, 5 different drugs but it is still appearing.
After work out it looks just like a rash, but after being in pool it's worse. (it happens only in pool, where they use chloride, normal water during bath is ok). It also happens after walking in cold/hot weather.

They said its a type of urticaria, gave me medications but it's not better. Is it some kind of allergy or?

It sound smiller to what i have when i go swimming i use to get a rash and only when i go swiming it could be the type of chlorine used in the pool so i decided to go swim at friends and if i had arash i asked what chlorine was used and i only had a reaction to blue 52 and cheper chorine and if it happens with all the brands of chlorien  try swim in a salt water pool and see what happens becouse it mite be something in the chlorien if its the same as what i had
