Itchy Red Rash on Both Upper Arms-Allergy to Medrol Dose Pack?

A few weeks ago I got posion ivy and was given a Medrol Dose Pack to rid of it.  After one pack did not do the job, I was prescribed a second Medrol Dose Pack.  My posion ivy has gone away, but now I have a very itchy, red rash on both of my upper arm areas.  They are raised bumps but don't seem to be filled with liquid.  I have had heat rash before but this seems more severe and was brought on very quickly.  It began on the back of my arms but has now spread to my shoulders, forearms, underarms, back, hands, and even under my breasts.  I was reading that you can have an allergic reaction to a medication after the second time you take it, so was wondering if that is the culprit.  I completed my second pack on Monday, June 18 and I noticed the rash on Wednesday June 20.  Do you think this is an allergic reaction to the Medrol?  If not, what could it be and how can I treat it and prevent it in the future?
