Life long vison problems

I am a women of about 22 years of age and my entire life I have seen things differently.

This is the very best way I can describe it:  Imagine if you took the static from a tv and used a power point projector to project that static onto the world.  Then you turned on the lights so that you could see everything in spite of the static, but it was still there.  This is how I see life everyday.  It is made worse by low light and extremely high light situations (such as being outside).  I also have been having hallucinations for about the last two years when I awake from sleeping.  They last less than and minute and there are no other senses affected by that hallucinations, nor do they happen every night.  

I have been to several doctors to test my vision for glasses.  I currently have problems seeing things far away, but my vision has been stable since I turned 18.  I have also been to an eye specialist for the static vision.  He said that was just the way I see.  The only thing I have ever been told that is a little odd is cloudy parts in my eye and an indistinct separation of the white and color of my iris.  I was told those are associated with high cholesterol, but as I have had my cholesterol checked and it is only slightly raised they thought is was probably genetic.  

I have never been diagnosed with a serious medical condition, nor have I ever had problems with any type of drug.  Mostly I'm healthy and have been my entire life.

If you have anything that I may not have thought about or any doctors I should visit, please, let me know.  I'm at a total loss here.
