NOrmal ABR still cant hear

Hi I have a 15 year old daughter who had spinal meningitis in 2005.  She's fine now.  In 2007 she failed a school hearing test, i did nothing at the time as i had no insurance.  In Jan of 2008 the school the new school said she failed as well.  Well finally this year i took her to an audiologist who said she had severe loss in the left ear and moderate loss in the right ear.  Okay im thinking lets get the hearing aids.  No they want more test.  She took and additional 3 hearing test which indicated a loss however she could recognize some speech but not tones which made the test inconsistent.  So they sent her for an ABR this comes back normal.  My daughter says she still cant hear.  She says she can hear but it sounds muffled like she has earplugs in her ears.  She also says sometimes depending on distance she flat out just cant hear.  What can i do now?  She is frustrated and wants the hearing aids bad.  Come on what teenager wants to sport hearing aids if they dont have too?
