Periodic fever syndrome?

My grandson is 10 months old. He has reflux and was hospitalized twice after birth for episodes where he stopped breathing and appeared to have seizures. Doctors chalked it up to silent reflux and put him on meds.
He has digestive issues and bad skin. It looks like eczema, but nothing helps it.
He had a seizure a few weeks ago and EMTs took him by ambulance because they said his body temp was too low.
Dr said all looked fine and they suspected a febrile seizure, but my daughter said his fever was only 101 when she last checked it.
He gets rash on his cheeks that either looks red or purple, then will start to act lethargic and run a fever.
Sometimes, he will run a fever at night, but be fine the next day, only for the fever to return at night
He also has ankyglossia and his shoulder seems to pop out if place (he doesn't like to have his arm stretched out straight)
Could this be pfapa?

Has an intolerance to cows milk been considered.

If he is being breast fed, does his mother eat and drink diary produce that may be causing problems.

My daughter in law was told to stop drinking milk and eating dairy produce because it was having an adverse affect on her breast fed baby.  The baby was not well as the care worker suggested that the baby may have an intolerance to lactose.  Mother stopped drinking milk and stopped eating dairy, the baby is now fine.
