Please Help, Doctors can't seem to daignose

My 8  month old daughter has had a severe rash for 3 weeks now, and the doctor's ( I've been to four ) can't seem to daignose the problem.

The rash covers from her head to toe and looks like she has a sunburn but feels like sandpaper.

The first doctor we seen said it was eczema and prescribed a cream...which did not work.
The second doctor said it was folliculitus (folliculitis), and prescribed pennicillin.....which did not work.
The third doctor  said scarlet fever and prescribed chepricol ( i think ) ......which did not work
The fourth doctor said it was allergies and prescribed nothing....which also obviously is not helping...

She scratches until she bleed and i honestly have never seen hives that look like this...

Please help, any suggestions would be greatly appreciated.

This looks like urticaria or hives. Urticaria is usually triggered by allergens, such as drugs, foods, insect bites, inhaled substances, in response to sunlight, cold, heat, stress, exercise, or a viral infection. Other common allergens are pollen, mold, dust, pet dander, or cosmetics. Pets in the neighborhood too can cause an itch if a person is allergic. Since your daughter experiences an itch, just go over these possibilities in your mind. Something may strike you. In many cases, hives clear up themselves and don’t require diagnosis or treatment. However if they persists you may need to see a specialist called an allergist to determine what is causing the reaction. A skin test or RAST test may be needed to reach a diagnosis.
