Hi ash, in addition if the doctor did check her throat then the strep should have been noticed and usually doctor would check for lumps and unusual swelling.
Friend could have a mix of problems: First comment I made and then also an infection on board that is yet not evident. First up check temp. Then put honey and cinnamon in equal parts into a glass of filtered water and heat for a minute then stir and sip. I it continues it may be a virus which can go secondary(infection) so SISU Vitamin C flush(powderd form, ester C) and put a full teaspoon into an eight ounce glass, add orange juice or apple juice or water up to half the glass and stir, then add a dropperful of Trophic liquid Vitamin E to the glass and then top up the glass with more fluid continuing to stir and take it down with garlic and Vitamin A caps. Works for me.

I had to come back from a serious level of neck arm and back pain following a car accident.
I learned to sit straight in a chair and without moving my shoulders turn my head to none affected side and count to 5 and then to the affected side and count to 5 and repeated 3 times; then in same position tilted the head towards the shoulder without moving my shoulders or shifting and using the same counts and repetitions as the first and that over a short of time seemed to help immensely. Also if serious enough I would suggest using a hot pack which can be purchased from most health med stores. Use a large pot of water and place pads in to a boiling point and then keep on medium boil adding extra water as needed and then take out the pad or pads and place on three layers of heavy towels folding each towel one at a time. Place a thin towel over the neck and also the shoulder and then place the hot towels over those areas and leave on for 20 mins before and sometimes after exercises. If towels are too hot after the first five minutes then add another towel or towels underneath the hot pack toweled pads. Then put towels used in dryer and put the packs back into the pot leaving the lid off overnight as if left in water with heat off and lid tight would promote mildew etc. in which case add a couple of cups of vinegar to the water. These packs can be laundered if they do not have metal rods in then.
Another suggestion in conjunction with the above is acupressure which I have learned to self apply and also for family members. Hope the above will help your friend. Oh area is inflamed so use Tumeric capsules and Valerian root capsules for pain along with Bromelain Caps which is a pineapple enzyme. The reason I mentioned the accupressure is there is probably a pinched nerve involved.
So, firstly, does she have a fever? Did they do a strep throat test? If they did and it was negative I wonder if it is a swollen lymph node? Does she have a swollen lymph node under her neck? It would feel like a lump? Also, how long has she had this? it could be a pinched nerve if it has only been a couple of days. Usually you don't get a sore throat you just get the inability to move your neck and head back and forth and up and down? So it depends on the symptoms. It sounds like strep throat (if she has a fever) and a swollen lymph node. Are there any pus or white spots in the throat?
