Swollen Ankles

My ankles have been swelling since May.  I went to the doctor on June 4 and she said it was edema, and prescribed 20mg of furosemide daily.  I have been taking the med since then, and even doubling the dose, and it still has not gotten rid of the swelling.  My left ankle is usually worse.  I think I need to seek further help because there must be something else wrong.  I am not diabetic, but I do have high cholesterol.  Please give me some advice.
