What would cause constant flushing of the face and extremities?

My face is constantly flushed, along with my chest. My entire face is pink and warm to the touch. The tops of my forearms and my lower legs both have a ruddy complexion. If scratched, a white streak shows up in contrast to the red that stays for about 10 minutes. If rubbed, the whole area becomes pale for about 10 minutes until the blood returns. My face is different. If my face is scratched or rubbed, it only gets more flushed. Nothing I've done improves it. The flush is constant, whether I'm resting or exercising, lying down or standing. The only time my face looks normal is within the first minute of waking up. As soon as I start moving, my face immediately flushes and stays like that all day.

My dermatologist once told me the name of that scratch thing.  It's a known condition.  Regarding flushing, do you have a diet that is high in niacin?  It can sure do that.
