What would cause skin redness that won't go away on breast?

3 months ago I got splashed with cold water while washing the kitchen sink and when I took my shirt off I had large red stinging blotches on both breasts. I figured it had to do with the water maybe loosening the detergent in my shirt and causing a skin reaction and within weeks all on one breast and all but one on the other have gone away. But the last area will not go away. It will fade to the lightest shade of pink for days but then come back to a darker shade for a few hours or a day at a time. Sometimes I notice if my clothes rub  or I get wet it will hurt like a bruise. It never gets worse than it originally appeared and pressing on it fades it for a moment. What could this be?
