bumps on my genitals

About 2 months ago i used a male sex toy and i have sicne had itchy skin around my inner thys abd buttoks, About 3 weeks ago I went to a job in Kansas for 2 day. I worked all day and went to the hotel that night, had no issues, the second night I masterbated a couple times. With no issue. On my way home to Oklahoma I felt an itch on the head of my penis just below the urethra. Then when I got home I looked and it looked like a blister but not.it was red and only itched on occasion. Now that spot has subsided, then I had some itchy spots on the side of my penis but no rash or bumps, then I had 3 bumps on my testicles appear one on the left one in the middle and one on the right in almost the same distance apart and they itch. Mostly the one in the middle. And today I noticed the same kind of bumps on the side of my penis. I have tried hydrocortisone cream and benadryl and the are raised bumps that look like bites, they as not fluid filled or scaly the are smooth but itchy, I have no other symptoms no swelling or pain and they only itch sometimes. Can anyone help
