She may have a build up of hard skin. If so, get her to soak her feet with some baby oil in, or other suitable feet softeners and then either use a pumice stone, or those battery operated ones that take off the hard skin gently.
The other problem may be from tendon problems or from nerve damage if she is pre diabetic or diabetic.
You do not say which country you are from, but in the UK if your mum is a diabetic and has feet problems, the doctor can refer her for free podiatry treatment.
