This could be due to venous pooling. The main reason is faulty valves of the deep veins of the leg or due to varicose veins or due to clots in deep veins.
Another possibility is Restless legs syndrome (RLS), which is a “ neurological disorder characterized by unpleasant sensations in the legs and an uncontrollable urge to move them for relief.” You can read more about this on: http://www.ninds.nih.gov/disorders/restless_legs/restless_legs.htm
