Hi
Welcome to the MedHelp forum!
Well yes, some skin care products have bleaches and are aimed at decreasing the skin color. Others have tanning agents in them to increase the tan. However one should be wary about prolonged use of all such products because some are known to cause skin cancer after long term use. Also these cosmetics can burn the skin, hence should first be tried on elbow and seen.
It is difficult to comment beyond this at this stage.  Please let me know if there is any thing else and do keep me posted. Take care!
