Welcome to the MedHelp forum!
Veins can swell in rectum and anal area if there is chronic constipation causing straining at stool, or infection or tumor if there are hemorrhoids.
It is difficult to comment beyond this without proper examination. Please consult your PCP for primary examination followed by proper referral.
