im still afraid this is an STD, or from reading online could be a yeast infection. but dont know why its happened so late and has been active for so long. Theres nothing visible to distinguish a type of rash or disease. Any help would be greatly appreciated. Thank you

Sweat glands, sebaceous gland, and lymphocele can present like small lumps on the penis which are normal. Red, itchy spots on your penis could be due to an allergy or it may be a non STD bacterial infection. It can also be a STD like trichomonas, gonorrhea, Chlamydia etc (ruled out in your case by STD tests). Yeast infection by candida albicans can cause red itchy bumps on penis. In your case this is the most likely cause as the infection can flare up much later. Also the symptoms come and go or increase and decrease.
I would suggest that you also test for diabetes as heat, beer and eating sugar aggravates the itching. Please consult an urologist.
