severe pain down right arm

i had a seizure  1 week ago and every since i have had SEVERE pain down my right arm , into to the elbow and my pointer finger is numb,are these symptoms of  a bulging disc, such as C5 or ruptureed disc. the pain is almost unbearable!!!!

When a person has a seizure, especially one known as a tonic clonic seizure, one's body can undergo some pretty violent and strenous activity.  You are correct, those symptoms are consistent with a radicular neck pain (ie bulging disk).   It is very possible that while you were suffering a seizure that you could have injured your neck or shoulder.  You should see your PCP about the symptoms as well as a diagnostic work up.
