dry ring around forskin on penis

Arround the shaft of my penis just bellow my forskin is a dry ring of what looks like bumps. When I pull the skin down when flacid it looks like a waist line slightly skinnier than the rest.  Its always dried and feels slightly bumppy. I wish I could post a picture to show more than I can explain.
