3 year old penis problems

My 3 year old son started complaining that he was cold in his penile area about 2 months ago. He is circumcised. We took him to the doctor and they said he had balanitis and prescribed bactrim. However, symptoms got worse, took him back to a different doc they said his circumcision had reattached itself and she pulled his skin back forcefully with her hands, told us to keep lubricated with a&d. Didnt work. Went back to doc, she said it was urethritis and put him another antibiotic. Almost 3 weeks later, son now complaining his peepee hurts everytime he urinates. Frustrated with doctors so far, any help? The opening of his penis seems to be red.

He has been tested twice for uti , both times no bacteria were present, no leukocytes, etc.

Hello,
It looks like urinary tract infection or urtehritis to me. Urinary tract (which consists of the kidneys, ureters, bladder, and the urethra) infections are very common in young women. Symptoms of UTI are frequent urination, burning sensation or pain during urination, passing of blood in urine and even fever.
Making a diagnosis of a urinary tract infection includes performing a urinalysis test, which checks for the presence of pus, white blood cells, and bacteria in the urine, which point to a urinary tract infection. A urine culture and sensitivity is usually performed to find the exact microorganism that is causing the infection and to determine the most effective antibiotic to treat it.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
