I just had a circumcision done six days ago, and I think what he's talking about is actually the remaining skin adhering to the glans. At least in my case, the glans is mostly, but not entirely exposed (you can't see the corona); I expect that as as the swelling subsides this will change.
Anyway, I've noticed that sometimes this extra skin tends to adhere to the glans, so I've had to sort of wiggle it around and break what little adhesion there is once a day or so (this also tends to happen naturally in the shower when I'm cleaning it).
