Are they Warts?

Dear Doc,
          I'm a 16 year old boy and i think i might have warts on my penis. The only thing is that, i know that penile warts are a STD and i have never had sex. I have had these little white bumps around the head of my penis since i was fourteen and they have always stayed the same size colour etc. i don't know if they are penile warts as they haven't grown or spread and don't even look like warts. I don't want to go to my doctor as they are pretty embarassing and i'm scared.
           Can you tell me if they sound like warts or if not whether they are safe. Also, is there any thing that i can buy over the counter to get rid of them at home, without having to go to the doctors?
