The outcome of a circumcision depends on the skill of the surgeon, doctor who does the procedure. The outcome is also different from person to person.
In todays time and age there really is no need for circumcision unless there is a medical need for doing so. It now would be best to leave things as they are. Further surgery can be done at a later age should it be required.

It can be due to adhesions formation or frenulum breve. Frenulum breve (or a short frenulum) is the condition in which the frenulum, which is an elastic band of tissue under the glans penis that connects to the foreskin and helps contract the foreskin over the glans, is short and restricts the movement of the prepuce.
Treatment is by frenuloplasty, or by complete circumcision including removal of the frenulum (frenectomy).
