Black/Red bump on lower shaft, near sack.

Title explains it but I will go in more depth. I am a 15 male and never interacted with another person sexually. I do not know what this bump it but it is a decent sized bump? Any help?

Also after sneezing a bit there seems to be a little bit of blood that comes out. It is not black so much, maybe it was the lighting. But it definitely is a darker red.
