Fordyce spots are not infectious and their cause is unknown. They are abnormally dilated blood vessels, covered by thickened skin. They can appear on the glans, shaft or scrotum. They may be solitary, but frequently appear in crops of 50 to 100. They are usually small (1-5mm) in size and may present as bright red or purple papules, painless and are not itchy.
Fordyce spots usually affect younger men. They may cause embarrassment because of their appearance, or a fear that they might be sexually transmitted. They may bleed if injured or even during intercourse.
Although a number of approaches have been tried, there is no simple, reliable treatment to remove them. Troublesome bleeding spots can be sealed with a device that uses a small electric current.
I recommend that you see a doctor to rule out anything more serious.

How are you? Rashes, sores, spots and bleeding on the fore skin could be due to infections mainly STD, due to exposure to certain chemicals etc.
But in your case there is no chance of STD, so it could be harmless pigmentation or it could be something else such as a Fordyce spot. Even though there is no chance of STD, it could be due to some urinary tract infection, so better get an urine examination done.
