Bladder Removal

My father is 81 last yea he was told he had bladder cancer-first TURBU 3 tumors (2 may have pentrated the muscle, second TURBU was clear he was treated with BCG (6 treatments) third TURBU 6 tumors raging from stage 2 to stage 3 cancer.  Bladder removal was recommended.  This year in June he had is bladder, prostrate, appendex and limp glands removed.  Then he had a heart attack.  Now its August he was recuprating well but now has blood dripping from his penis..  No alot only a few drops.  He wears a pad and at the end of the day he has about the size of a quarter on the pad.  What could this be?  He has no pain.  Any light you can shed on this problem would be a great help. Thanks
