Blood in the urine is never normal. The most common cause would indeed be a UTI, but you should certainly consider further evaluation to exclude more serious causes, which can include bladder cancer.
You can consider a referral to a urologist, where more comprehensive testing - like a cystoscopy or CT-pyelogram - can be considered.
