Blood in urine and semen

My husband is 60 years old.  He started having frequency with urination, up all day and night to.  Then he started having bright red blood in his urine and semen.  It has been almost three weeks now since the onset.  The blood is a rusty color now.  Does this mean it is old blood and is trying to go away?  He doesn't have insurance and does not want to go to the doctor because of the expensive testing that may be required.  He does have an enlarged prostate but the doctor told him years ago that it is probably normal and is related to his age.  His mother died of cancer of the abdomen, does he have something to be worried about?
