Bumps on Penis

I am  15 years old. I have never been sexually active and i am uncircumcised. Ive had these bumps scattered everywhere on the head of penis and on the foreskin, they look almost like acne without the redness. Ive tried popping them but it there isnt any puss in them although theyre white and acne like without redness. I have had them as long as i can remember, which is around 13 years old. That is when i first learned about penile hygiene. These bumps do not hurt or burn, they occasionally itch, but i am pretty sure the itching aren't coming from the bumps, but just from me having an itch. I have tried looking them up but i can never find anything. i know they aren papules. Ive also tried washing them with warm water and soap but that didnt help. Can you please tell me what they are, and how to treat them. I cannot see a doctor, at this moment so if you could answer my question and tell me how to treat them it would help me so much thank you.

Hello,
What you are having on your penis are called Fordyce spots. They are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis. The spots are a form of ectopic sebaceous gland, and are not known to be associated with any disease or illness and are of cosmetic concern only. They are non-infectious and a natural occurrence on the body.

They should be got removed only for cosmetic reasons as they are normally found on the penis. Treatment of Fordyce spots includes CO2 laser or electro desiccation, TCA chemical peels(temporary treatment),diathermy or laser vaporization.
I suggest you to consult a dermatologist and discuss these options with him/her.
