Bumps on cord

A few months ago, i noticed a two very small, hard, painless sometimes painfiul bumps which appear on my spermatic cord or the muscle beneath it. They feel like unpopped popcork kernells. They are rubbery and mobile, with one being bigger then the other. I dont have any pain. I have also noticed some decrease in urinary stream. Any ideas? should i see a urologist?
