Hello,
There are many causes of burning micturition in female children.Uti(which has been ruled out0 is one of them. The other possibilities are vaginitis(bacterial.vaginal, fungal),kidney infections, hydroureter,Chlamydia, vesicoureteral reflux, cystitis or urethritis.

I would suggest consulting a pediatric urologist and getting all these possibilities ruled out one by one after thorough investigations.

I hope that helps. Take care and pls do keep me posted on how you are doing or if you have any additional doubts. Kind regards.
