'Clear Discharge'

  I have noticed over the past year or so that when I get an
  erection, either through masterbation or by being arroused by a
  woman, that my penis 'discharges' a totally clear semi-syrupy
  liquid. This also happens sometimes when I urinate, although not
  as often.  Can you please explain this, and should I be seeing a
  doctor about it?
