Let me start at the the beginning. About 10 months ago I started taking Propecia for hair loss. I took it for a few months before stopping. After a few weeks the sex drive and fullness of sex organs I had lost returned to normal. I then started back on Propecia for another month and again couldn't handle the side effects and stopped about mid January 04'. The sex drive and fullness of testicles did not return although I did start taking Fluexotine for depression at the end of January but only took it for a few days before stopping. So now it is almost the end of March and the fullness of my testicles is not nearly what it was 6-7 months ago and my sex drive is practically non-existent. Also, there seems to be a mild irritation there like a very light burning sensation almost a cross between the need to urinate and a slight burning now in the penis and testicles. I feel like these drugs have ruined my sex life but I am still hoping that somehow I can return to the way I was before. I also have mild nighttime erections. Not nearly what it was just 6-7 months ago. So i am leaning towards this being something physical and not something psychological.

Side effects of medication, specifically the Fluoxetine and Propecia, can cause a loss of sex drive.  I would also consider a testosterone level to make sure these levels are normal.  

Regarding the irritation and burining - I would test for infection.  Specifically, STDs such as chlamydia or gonorrhea can cause these symptoms.  A U/A as well as urethral swab for the STDs would be a good start.  Digital rectal exam as well as scrotal ultrasound to evaluate for prostatitis or epididymitis can also be considered.
