I Have occasional pain in my testicles and Penis towards the tip what could it be. I got checked for Chlamydia and gonorrhea and HIV all tests were clear. What else could it be?

Can't say without evaluation.

I agree with the tests for STDs and HIV.  Testing the prostate with a prostatic massage or transrectal ultrasound can be done to evaluate the prostate for abscess.  Any fluid that is expressed should be sent for culture and analysis.

If infection has been ruled out, a cystoscopy can be done to exclude anatomic disease like a urethral stricture or polyp.

Followup with your personal physician is essential.
