Dry Urethral Meatus (please read)

About two weeks ago I noticed that the urethra linning at the tip of my penis looks dry\discolored. My urethra used to be pink on both sides but now the right side looks white-ish, more of a white color. Idk if it's dead skin or what but it wasn't there before and I'm worried about it. I'm not sexually active, I'm only 16, anyone have any idea of what this could be? There hasn't been a change in size or anything within the two weeks, it hasn't caused me any pain or troubles, it just worries me. If you have any idea of what these could be please comment
