The condition you describe is called lymphadenopathy (swelling of the lymph nodes). Lymph nodes react to infection and inflammation. Their function in the body is to remove toxins and infection from the blood stream. They swell as a result of an infection downstream from the lymph nodes themselves. Your doctor may well be right. It may take some time for the swelling of the lymph nodes to come down.
Cancer of the testes usually manifests as a lump on the testicle/scrotum not of the nodes. If the lymph nodes don’t go down, it might be worthwhile to perform a biopsy in the office to ensure that they are not involved with any cancer,although as I said I think this is highly unlikely given your age and history of infection of the foot.
