Head of penis is sticky

Hi, I'm a 20 year old male, and I've had the following problem for a while (roughly a year).

Basically, the head of my penis is sticky - kind of like the sticky part of a post-it note. Whenever I apply my finger to it, for example, it sticks to it and when I remove it, it is uncomfortable for a second. When retracting the foreskin, it has difficulty not because the foreskin is tight, but because it tends to stick to the head as it goes down the shaft, making it quite uncomfortable. When I put back the foreskin over the head and pull the foreskin away from my body, it feels as if the foreskin is peeling from the glans and that is very uncomfortable.

I do not have a STD and I regularly wash my penis, at least once daily. I know it's not dirty - no matter how much I rub with my fingers under water, using soap or no, the problem is still there. No matter if I dry my penis or not before putting back the foreskin over the head still doesn't change a thing either - the stickyness comes back. This is getting very frustrating.

What might I have? I very much want to solve this problem.

Hi.  Have you ever found a solution to this?  I have exactly the same problem, as you so well described, but nowhere seems to have the answer.
