Herpes, Yeast infection, NGU, and penis pain

I had pain in my penis when I urinated (started ~17 days ago) due to a urinary tract infection (possibly from a young lady after unprotected sex). After ~3 days I finally got to a doctor (I am traveling in South America, hence the funny names for the medicines). I was treated with Cipro for 7 days, but that did not work (penis started getting red). Starting on day 6 of the Cipro, I started with doxycycline (for nongonococcal urethritis, I think). I completed the Cipro. I have been on the antibiotic for 10 days (200 mg/day). Four days ago, I had a bout of Herpes (and still do) the urinary tract pain had decreased substantially after 6 days, but return partially after the Herpes. Finally, I have had a red rash on my scrotum (which I have had for over a month), that was rather slight orginally and still is slight to moderate. I tried Miconazole, but that did not really work well so after 5 days I tried two others (together), but they have not worked well;
1) Acetonido de Triancinolona + (triancinolone acetonide) [steroid]
Sulfato de Neomicina + (Neomicine sulfate)
Gramicidina + Nistatina (Gramicidin + Nystatin)
2) Cetoconazol + (Cetoconazole)
Betameasona + (Betametasone) [steriod]
Sulfato de Neomicina (Neomicine sulfate)
I have gotten a third I hope works:
3) Valerato de Betametasona + (Betametasone) [steriod]
Sulfato de Getanicina + (Getanicine sulfate) [antibiotic]
Iodoclorohidroxiquina + [cortisoid, I think]
Tolnaftato Tolnaftate [antifungal]
At this point I have a new problem – in the last 2 days, the very end of my penis has begun to get purple/red, slightly swollen, painfully sensitive.
Any suggestions, particularly for my scrotum and penis? Is the penis thing normal for Herpes? Any advice would be appreciated, thanks.

Difficult to say without examination. I certainly would be tested for STDs like gonorrhea or chlamydia - however this would be less likely given a non-response to both Cipro and doxycycline.
A fungal infection is certainly possible, but should have been treated with the antifungals that you have already tried.
You can consider treating an acute episode of herpes with an antiviral like Valtrex or acyclovir. However, without seeing the lesion, it is difficult to say herpes is the case.
Other possibilites can include an anatomical abnormality or a prostate infection.
These options can be discussed with your personal physician.
Followup with your personal physician is essential.
