  I have a problem since these three to two years past I have
  lumps just under the skin of my penis its like litle bumps everywhere
  i have no idea what they are. I am to scared to go see the doctor.
  I also have a question , is it normal to have moles on the end of my penis

Unfortunately, it is difficult to make a diagnosis of a penile lesion without seeing it first hand.  The lesions you describe could be sebaceous cysts, ectopic sebaceous glands,  molluscum contagiosum or another condition.  I would urge you to go to a physician to be evaluated.
With respect to a mole on your penis, a mole (a.k.a. nevus), can be found anywhere on the skin.  They are cluster of cells known as neuroectodermal cells.  Nevi should be evaluated if they are rapidly changing.  This would require removing a piece of the mole (biopsy) and studying it under the microscope.  
Clinically recognizable stable lesions do not require biopsy or removal.
