There’s a possibility of an infection in the area of the frenulum which is possibly persisting and causing the pain, swelling & itching. I’ll suggest you to consult a surgeon/dermatologist and seek treatment. You might need a course of antibiotics/anti-inflammatories. Don’t think it should be serious but still shouldn’t be delayed.
