Itchy urethra, not uti or an std!!???!!

I'm a sexually active 22 year old male, and a couple weeks ago I noticed my urethra was starting to itch, something I've never experienced before. I had unprotected sex with like 3 or 4 guys within a couple week span prior to the itching starting.. so obviously my mind went right to an Std, and I've never had one before so I started freaking out and got tested, negative for chlamydia and gonorrhea. So my doctor thought it was some form of Uti so she gave me a Z pack (azithromycin) which covered a 5 day period. Today is the 6th day and I still have symptoms! So I really am worried because I'm not sure what's wrong.. I've taken two different doses of antibiotics so it can't be bacterial.. could it be my prostate?

My symptoms are:

-burning near the tip of penis when urinating
-itchy urethra starting at the tip of penis going all the way down into taint


It's not epididymitis, not trich.. does anyone know what could be wrong? I'm setting up an appointment with a urologist
