Penile vein thrombosis can cause the symptoms you describe. Typically, they are not dangerous, and can resolve with conservative therapy like NSAIDs.
If the symptoms continue, a referral to a urologist can be considered to remove the lesion.
To confirm the diagnosis, an ultrasound of the affected area can be considered.
