Left Bend(Not Peyronie's)

  My penis bends to the left at two specific places, one at the
  very base and another a little further up.  This has happened
  before but increased after I used a VED.  It feels a little
  tighter  under the skin when erect but other than that it feels
  normal. My impotence is characterized by my erections
  requiring direct stimulation and subsiding quickly without it.
  I do have nocturnal erections.  I'm 23 so it seems too early
  for Peyronie's disease.  Could this be anything else?

Thanks for your question.
Peyronie’s can occur at any age.  I cannot think of any diseases that cause a leftward bend in more than one place in the shaft of the penis.  Corporal disproportion can occur but is usually a  continuous  curve.  The tightness under the skin may be plaques ( scar tissue ). Plaques are typical for Peyronie’s.  
We obviously cannot make a diagnosis over the internet, but your curvature and erectile dysfunction in an individual your age should be investigated by a urologist.  Polaroid pictures of the penis while erect can be a great help to document the curvature for your doctor.
