Left side of penile shaft painful and red when erect

Hello, Ive been having this problem for a few months now and I thought it mightve just gone away but it has persisted. I just moved and I do not have a doctor in this area. My hope is that I can determine whether this is serious enough to seek attention medically by way of a clinic or such

Anyways, the problem only arises when I masturbate and as I'm not very sexually active, I do not do it often at all. Maybe 2-3 times, in a week at the most. The pain is like an over-sensitivity and it will often inhibit me from climaxing. Its also accompanied by a redness in the area which is just below the head about to the halfway point, where my circumcision scar is. As I said above, it's just on the left side... I doubt it's an sti or std or anything like that because I have only had sex with one person and it was a long time ago. Any input is highly appreciated. Thanks for reading!!
