How are you? I think you are worrying too much. If the lesion is inflammation then itching, burning, redness, pain, warmth should be felt. As all these signs are not present I don’t think it is something serious.
During erection the blood vessels in the penis enlarge in size, it could be something due to the vessels, otherwise the lesion would have been present always, not just after masturbation. Also certain soaps, detergents and synthetics can cause mild irritation to the skin on the penis.
I would suggest that you get a urologist’s opinion on this to rule out anything serious.
