There are two considerations that you have described. One is the hardened vein that you had surgery on. One possibility for this would be Mondor's disease, or thrombophlebitis of the penile veins. Normally, this does resolve with anti-inflammatories, but in some cases (such as yours) surgery may be needed. It may be possible that the surgery may have irritate some of the nerves in the area.
Another consideration would be Peyronie's disease. This is caused by a plaque that often leads to a bend in the penis. Possibilities for treatment would include medications (i.e. calcium channel blockers) as well as steroid injections. If the symptoms continue, then surgery may be needed.
