It looks like you have a loose circumcision. The surgeon must have removed the phimotic ring of the foreskin.
Almost all males will not be able to retract their foreskin for at least the first two years. Some will not have the skin separate from the glans (glands) untill their teens.
Since you state that it was done shortly after birth leads me to believe that you did not really have phimosis. Circumcision most likely was not needed.
What are your reasons for asking about this? Do you prefer to be tightly circumcised or do you wish that you were not circumcised at all?
If you prefer to be completely circumcised than this can be done. Should you prefer not to be circumcised than the remaining skin can be stretched. This should be possible for you since you have quite a bit of skin remaining.
Actually, the reason for this is actually religious. If i was already circumcised (even if loose), I will not have to do so again. However, if I wasn't, then I would have to go through the procedure (which, if at all possible, I wouldn't mind avoiding).
I agree with Ron. The decision of course is yours whether you want to be circumcised or not. I was circumcised completely without my permission and I wish I had been given the choice. Since your mother says you were, even if only partially, then you might consider that your religious obligation has been fulfilled. And be happy that you do have some skin to protect your glans (glands) when you're flaccid. This makes it more sensitive, and as James_T says it makes sex more pleasant.
I wouldn't go through the procedure if I were you, but still the final choice is yours, fortunately. No one else's.
