Odd skin bridge formed at corona + foreskin

I had recently found out that I had "phimosis"... at the age of fourteen, as I was googling things about the penis. I freaked out, because I thought my penis was normal. I can pull it down when flaccid (I have to put some effort in doing so, because it feels really weird), but I can't pull it down even 4-6mm when erect because I have phimosis. I'm not going to lie, I pulled down my foreskin for the first time as long as I can remember, and there was supposedly (what I think) dried semen at the corona (base of the head). I cleaned it off in the shower. My head was really sensitive too. What I noticed was that there was this really thin skin bridge connecting my foreskin to the TOP of penis. Under it, I cleaned some dried semen too. I know that's not right, so I should be cleaning under my foreskin now.

What is that skin bridge, and what should I do about it? Also, What can I do about the phimosis? Please give me any extra information that may be related. Thanks!

PS, the flash on the camera made the skin bridge look bubbly and wet. It is just red and painful to touch.

You are correct in stating that this is not a frenulem breve as it is not at the meatus of the penis.
As a child most of the foreskin is attached to the glans, later in life the foreskin separates from the glans. Looking at the corona it looks as if the foreskin has not completely seperated. This attachment most likely needs to be cut. It could be that it will separate during masturbation or sexual intercourse.
It would be best if it was seen by a doctor to see if surgical treatment is needed. It can most likely be done as an out patient procedure under a local freezing of the area.
Do not let any doctor talk you into circumcision unless that is what you'd prefer. As far as I can see from the photo, there is no need for it.
The foreskin will stretch with masterbation or sexual activity. You yourself could aid it in stretching it daily by placing your fingers of oposite hands under the foreskin and pulling the fingers appart.

Other than what is shown on the photo, your penis looks normal.

Doc, it appears that the photo shows an adhesion on the left side of his penis, not the frenulum. I've heard that the solution is just to have a urologist sever the adhesion - is that his best bet?

xAnonymous, what you washed away from under your corona was smegma, a combination of dead skin cells and the oils under the foreskin (as far as I know). The head should be sensitive if it is normally covered by the skin, so don't worry about that.

Hello,
You seem to be having frenulum breve. It is a condition in which the frenulum of the penis is short and restricts the movement of the prepuce, which may interfere with normal sexual activity.It is treated by frenuloplasty, frenectomy, or circumcision.Pls consult a urologist and discuss these treatment options with him.
