I am an 18 year old male, and I have discovered over the years that my penis is curved to the left and upwards when it is erect. I have not had intercourse, however there is no pain when masturbating. However, the appearance of my penis and the possibility that it will interefere with intercourse have caused me to go into a sort of depression. I am worried that girls will be turned off. i am considering surgery, it it safe, and what will it cost?

If you have had this curvature all your life, this may be a congenital problem. Although, I think I would have a better idea if I could examine the penis an specifically feel for the a plaque.
You may also have a disease known as Peyronie’s disease, this would explain your disfigurement, curvature of your penis. Peyronie’s disease is due to a scar that forms inside the penis. There is no known cause or origin of this condition but it affects men at all stages of life. It is not caused by a sexually transmitted disease however some theories state that it may be caused by trauma secondary to intercourse.(vigorous intercourse) Its primary symptoms are curvature of the penis during erection (this may interfere with intercourse), pain during erection, soft erections, shortening or narrowing of the penis, and a hard plaque felt below the skin. This can be a progressive condition. It is important to see a urologist soon before the curvature progresses any further.
The goals of treatment are to relieve pain and make the penis function adequately. There are some medications that are used however nobody has the magic pill to cure this problem. Our current medications help deal with the symptoms and help make life better but if all else fails and you have persistent pain there are surgical option reserved for those who truly need it. I don't know the cost of the operation, but you could ask your Urologist. And yes, these operations are very safe.
Another thing you can do is take a polaroid photo of your penis while it is erect.(top view and side view). You can show your urologist so he knows how serious your problem is.
